Ukraine is preparing for the launch of the Electronic Apostille Registry

Starting June 1, 2025, Ukraine will implement an updated procedure for maintaining the Electronic Apostille Register, approved by Cabinet of Ministers Resolution No. 853 dated July 25, 2024. This reform aims to simplify and accelerate the legalization of official documents for international use.

Apostille: International Context and Significance

The apostille is a special certification that verifies the authenticity of a signature, the capacity in which the signatory acted, and the authenticity of the seal or stamp affixed to a document. It was introduced by the Hague Convention of October 5, 1961, which Ukraine joined in 2002. The apostille allows official documents to be used in Convention member states without the need for complex consular legalization procedures.

Current Situation and Need for Reform

Ukraine currently maintains an apostille register with limited functionality. However, the lack of full digitalization leads to delays in document processing. For example, while a police clearance certificate can be obtained electronically, the apostille process can take nearly a month. This creates challenges for citizens, particularly those residing abroad who require expedited document processing.

New Developments and Their Benefits

The introduction of a comprehensive Electronic Apostille Register will include:

• Integration with the Unified State Web Portal of Electronic Services and other information and communication systems via the "Trembita" system.
  
  
• Automation of the apostille issuance process, including application submission, document scanning, processing, and real-time tracking of apostille status.
  
  
• Storage of scanned documents in PDF format, ensuring easy access and search capabilities based on various parameters, such as application registration number or official details.

These changes aim to reduce document processing times, enhance transparency, and minimize bureaucratic obstacles for both individuals and organizations.

International experience demonstrates that digitalizing document legalization processes improves efficiency and reduces corruption risks. Countries that have implemented electronic apostille registers report enhanced service quality and increased public trust in government institutions.
